With the following two expressions coming from the BEE success and actors, I can confirm you my thoughts about the BEE or Local Economic Empowerment (LEE) as I call in Colombia to this wonderful plan in my conferences: "there has to be considerable focus on development of skills and education, and one senses that the focus of LEE has been far too much on ownership and control, and too little on skills development and education, which, in my view, is the true economic empowerment" (Economist Azar Jammine, 2004) The systematic dispossession and disempowerment of “local” people that has defined “Colombia” for so long requires an equally systematic response from government in order to achieve redress… (BEE Strategy, 2004) In Latin America, and in Colombia, off course, the politics still think that with acts of charity is possible to assist the marginal poor people around the country and to reach a regional harmonic econmic development. In Colombia we have over 60% of the population under the line of poverty. This is a very rich country in natural resources, as Southafrica is, and the solution, the only way to sort out the problem, is by a kind of broad based economic empowerment for all the affected communities, just as you have done with the BBBEE in Southafrica. I went in your country by the 80s dealing with charcoal and forest products and knew by myself the apartheid effects. Today I have contact and information about Southafrica throught the people involved in mining, particularly with coal and I believe know the new situation after the BBBEE implementation. Congratulations for that. In the other hand It is wonderful to have people and organizatiosn as you are, making all the effort to Teach and Train another people in your country and abroad to deal with this exceptionally important plan. Your country as well as our countries need your help to Learn Doing all you know about the BBBEE or Broad based local economic empowerment, as I say, because in our region we have not identified a concept as you have the Black concept there. Here the reality is more sad. We have a lot of people of all kind and origin whose life has treated them badly. In fact, I think that the real problem could be worse that the apartheid itself. You have a lot to things to Teach and to Do in these countries as well as around the world of the poverty anywhere and I shall be very pleased to cooperate with you in depth if you consider my cooperation useful. Finally, It would be you so kind to let me have some powerpoint presentations and information in depth about the organization?. Thanks alot in advance for this.
